Second eco-town proposal announced

Nine local authorities are drawing up plans after the Government announced a "second wave" of proposals for new eco-towns.
Yorkshire's Aire Valley, York North West, North Kirklees and Bradford Shipley are among the locations being surveyed as potential eco-towns.
In July, housing minister John Healey had shortlisted four locations to become eco-towns.
The further nine councils are now developing plans so new settlements meet the environmentally-friendly standards.
They will receive a share of £5 million from the Government to draw up plans which must include 5,000 homes - 30% of which must be affordable housing - along with low-carbon services, buildings, transport and energy.
Two existing proposals, at West Sussex's Shoreham Harbour and Cambridgeshire's Northstowe, are included in the scheme, and can be redesigned to meet higher standards of sustainability.
Apart from the sites in Yorkshire, other locations being surveyed for eco-towns by five authorities and partnerships include Taunton's Monkton Heathfield and Corneytrowe, Yeovil, the Lincoln Area and Gainsborough, and Coventry.
Cornwall and the Sheffield City Region want to conduct a broader survey of potential eco-town development in their areas.
